Some of the technologies created in the giant government secret GCHQ spy center will be offered to private industry as part of the new cyber security strategy to be unveiled by ministers on Friday.
The idea is likely to be one of the most controversial in the plans, which could lead the government to pay significant amounts of software developed by the intelligence agency based in Cheltenham.
